I need something where I can merge on the highway easily since I have little to no on ramp space, and be able to pass cars hogging the left lane. I’d like a car that’s fairly smooth riding so that it’s liveable for daily use but not totally numb to the road so I can carve up some back roads when/if I do get the chance. I’d like this to be a 10+ year car so I can get something more fun for the weekends. Gas mileage isn’t much of a concern.

The cruises are usually 200-300 km long, mainly country roads, frequent sharp turns. The main requirement is good handling. Furthermore, I dislike hatchbacks (don't like the looks) and excessive electronic assistance systems (lane assist, adaptive cruise control.). The Giulia quadrifolio is out of your price range, and I think the lower-range ones are a little pedestrian. Have you looked into a BMW m240i?
They're nice, and second-hand they're pretty cheap even for relatively recent models. Also, there are Caymans in your price range. I think the 718 is out of the budget, but that doesn't matter, because the older 6 cylinder is much nicer, and this will definitely be the best-handling car you can get on a sub-30k euro budget, and probably the purest driving experience. However, for an even cheaper alternative, you should probably test drive an S2000. If handling's the most important, and practicality doesn't matter so much to you, then that car might hit the sweet spot even if it's not traditionally known as a car you'd wanna do long, long drives in.
On the other end of the spectrum, the Audi S5 is a great car, and leaves you lots of space in your budget. The manuals are 2011, not too old, and that V8 is really nice - and quattro gives all-weather capability. The handling isn't as crisp as an M2, but it's nowhere near as bad as the stereotypical fast Audi and it's far superior to the A4.
Brera and Spider are much worse than your 156, much heavier, worse handling, worse engine, unreliable, pretty much the worst Alfas ever. If you want an Alfa get the new Giulia, you can get one under €30k. Audi A4 is not sporty. The cruises are usually 200-300 km long, mainly country roads, frequent sharp turns. The main requirement is good handling. You should take a test drive in a 2019 Mazda MX5 / Fiat 124 Spider / Abarth 124 Spider (those three are mostly identical, share most parts, biggest difference is the Mazda has a high revving 2.0 naturally aspirated engine, the Fiat / Abarth have a low reving 1.4 turbo engine, as an owner of an NA engine you will probably like the Mazda engine a lot more) and a Toyota GT86 / Subaru BRZ (those two are identical). GMs Alpha platform has brilliant handling and is extremely underrated, take a look at 6th gen (2016+) Chevrolet Camaro and Cadillac ATS.
The Camaro is available with a great V8 engine. Jaguar XE has great handling too but otherwise it isn't that good (subpar interior, reliability, etc.) Similar to an old M§ but more reliable: Lexus IS F .
